In the UK, there is the Disabled Students Allowance or DSA that the government grants to students with disabilities. This is a program for students in higher education. Handicapped students will have to go through a disabled student assessment before they can benefit from this program. Benefits of this program include financial and equipment support for students who have mental, physical, or learning disabilities.

This program was established by the Department for Education and Skills (DfES) in the United Kingdom. It is meant to help students with disabilities cope with learning in an environment that is challenging to them. Financial and equipment support is given if a student passes the assessment procedure. This program is available to students in England and Wales. Northern Ireland and Scotland have a similar program.

Students with disabilities or learning difficulties such as dyslexia can also benefit from financial aid that is meant to be used to cover additional expenses.

These additional requirements can take the form of equipment, sign language translator, or a civilian helper. It is also meant to serve as a general allowance to be used where the student feels it is necessary to enable them to study well.

The allowance is intended to help students learn on an equal basis with fellow students who do not have physical or learning disabilities. A postgraduate, full-time, or part-time student can benefit from this aid. Sometimes travel expenses for disabled students can also be covered by this program. Equipment aid can take the form of ergonomic gadgets, computer software programs, or recorders.

When it comes to non-medical aid or human support such as sign language or note taking, an allowance is provided to pay for the services of these people. Other needs such as internet connection, reading materials, school supplies and even photocopying can also be covered under this program. Proof of disability will have to be provided to avail of these benefits.

A student also has to pass an evaluation or assessment from a DSA assessment office. His eligibility and the amount of assistance to be received may also depend on his type of disability. A written statement or record from a medical doctor or educational psychologist will also be required as part of the application and evaluation. All these will be submitted to the funding body for evaluation.

Applicants must be over the age of 16 and ready to enroll in college or higher learning courses. Additional requests for laptops or special software program may be approved for special cases concerning learning disabilities such as dyslexia. If you are interested in applying for disability assistance, your school should be able to get you in touch with the appropriate personnel or with a representative of the DSA.

You will be given an application form which you will submit with other requirements such as your medical records or proof of disability from your doctor. Poverty, lack of education, disabilities and poor employment prospects make it difficult for women and single mothers to tide over hard times. Thankfully, the government provides housing grants for women to help them find decent accommodation without them having to overextend their budget. Housing grants for women are as follows:

Housing Grants for Women

While discussing housing grants for disabled women, and housing grants for single women who live below the Federal Poverty Guidelines, one must bear in mind that the Federal Govt. does not provide personal grants to individuals. The govt. disburses the grant money to state governments and non-profits, who in turn use the funds to provide financial assistance to women. The government provides housing assistance for low income families. Single women, whose gross annual household income is less than 80% of the median income of the county where they are residing, are eligible for rental and housing assistance.

Housing Choice Voucher Program
The Federal Government's Housing Choice Voucher Program is meant for low-income households who would like to choose their own accommodation. This program helps women look for single-family homes or townhouses of their choice and use the voucher to pay for all or part of the rent. The vouchers, that are disbursed by public housing agencies (PHAs), may also be used to buy a home provided the house meets the PHA stamp of approval.

Private Subsidized Homes
The US Department of Housing and Urban Development (HUD) provides rental assistance to low income families and people with disabilities, by allowing them the option of staying in privately owned subsidized houses. Property owners, who own and operate these homes, are eligible to receive subsidies from the govt. so that they can provide subsidized apartments to low-income families. In case of privately owned subsidized homes, both for-profit and non-profit entities are eligible to receive subsidies. People interested in subsidized private apartments and townhouses should contact the respective property managers for further details.

Public Housing
The HUD also indirectly maintains public housing units by administering Federal aid to local housing agencies (HAs). These public housing units include both single family dwellings as well as condominiums. At present there are nearly 1.2 million households that are living in public housing units managed by 3,300 HAs. In addition to financial assistance, the HUD also provides technical support to the PHAs for planning, developing and managing public dwellings. Since, public housing agencies are in charge of public housing and housing choice vouchers, women should contact the PHAs for further details regarding the same.

Shelter Plus Care Program
Housing grants for disabled women are meant to provide housing and supportive services on a long-term basis for homeless persons with disabilities. The US Department of Housing and Urban Development (HUD) sponsors the Shelter Plus Care Program that is designed to provide long-term housing and a wide range of supportive services to cater to the needs of the homeless. These services are designed for people with serious mental illness, chronic substance abuse problems, AIDS and related diseases, to ensure that people with the aforementioned disabilities do not reside in places unfit for human habitation. Disabled women, who are able to pay up to 30 percent of their monthly adjusted income for rent, are eligible for housing assistance under the Shelter Plus Care Program. 

In addition to the aforementioned housing grants for women, grants like Low Income Home Energy Assistance Program (LIHEAP) and Weatherization Assistance Program (WAP) that are Federally funded and implemented at the state, tribal, and insular area levels ensure that women whose annual household income is less than the stated minimum are not forced to spend a chunk of their income on energy bills and weatherization respectively.

Pursuing a higher-education degree can be quite costly, and many students are unable to pay for full tuition and other expenses up-front. Fortunately, many resources exist to help you secure financial aid, thereby reducing the cost of your education and/or allowing you to pay for it over time.

Explore every opportunity for financial aid! This article primarily addresses federal aid programs, but you may also be able to get financial assistance from your state government, your school, or a private scholarship. You can also apply for private student loans from companies such as Sallie Mae or from your local bank.

Federal Student Financial Aid

The United States government provides need-based financial assistance through the Department of Education’s Office of Federal Student Aid. Federal student aid covers school expenses such as tuition and fees, room and board, books and supplies, and transportation. This aid can also help you pay for a computer and dependent childcare expenses.

There are three categories of federal student aid: grants, work-study, and loans.

Grants: A federal grant is an award of financial assistance from a federal agency to a recipient to carry out a public purpose of support or stimulation authorized by a law of the United States. Federal grants are not federal assistance or loans to individuals; they do not need to be repaid. Click here for a list of grant programs available for eligible students pursuing a postsecondary education. Grants.gov is another useful resource for locating grant opportunities.

Teach Grant Program: Through the College Cost Reduction and Access Act of 2007, Congress created the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program, which provides grants of up to $4,000 per year to students who intend to teach in a public or private elementary or secondary school that serves students from low-income families. Read more about the TEACH Grant Program, and contact the financial aid office at the college where you will be enrolled if you are interested in learning more.

Work-Study: This form of assistance provides jobs to undergraduate and graduate students, allowing them to earn money to pay for education expenses while enrolled in school.
